NSRF 2014-2020 the first programs expected
The announcements of the 4 Pre-Published programs of the NEW NSRF are expected in January.
Comart, in collaboration with financial consultants, can suggest possible financing for equipment purchases, complete video editing installations, video broadcast, video graphics, graphic design, graphic arts, pre press, monitor calibration, etc. as well as individual products from Apple, Blackmagic Design, LaCie, Seagate, Eizo, Adobe, Sonnet, Matrox, AJA, Atomos, Swit, Wacom, X-Rite, Boxx Technologies, etc.

Strengthening Self-Employment of Higher Education Graduates
The program will concern the support of higher education graduates, who were born before 1/1/1991, for the initiation/support of the exercise of professional activity related to their specialty and the organization independent professional space.
The professional activities that will be financed by the Program indicatively are the following:
Doctor, dentist, veterinarian, physiotherapist, biologist, psychologist, midwife, lawyer, architect, engineer, surveyor, chemist, agronomist, geologist, forester, oceanographer, designer, journalist, writer, interpreter, tour guide, translator, professor
or teacher, artist, sculptor or painter or draughtsman or engraver, actor, musician, dancer, choreographer, director, set designer, costume designer, decorator, economist, analyst, programmer, researcher or business consultant, accountant or tax specialist,
actuary, sociologist and social worker, etc.
Excludes:
- Focus-related activities.
- Retail trade is eligible only if it is a complementary activity necessary for the provision of the service (e.g. sale of medicines by a veterinarian).
- Activities that are not supported under the De minimis Regulation (EC.1407/2013) and generally concern fishing, aquaculture, primary production of agricultural products, processing and marketing of agricultural products
(in cases where the aid is determined based on their price or quantity or is attributed to primary producers), exports to third countries and aid for which the use of domestic goods instead of imported ones is set as a condition (see in detail
p.2 of the pre-publication.
The eligible categories of business activities (Initial Activity Codes) that will receive a grant within the framework of the Action will be defined in detail in the Program Invitation.
Who is it addressed to?
In particular, potential beneficiaries should be:
- unemployed tertiary education graduates, who were born before 1/1/1991, registered in the OAED unemployment registers at the time of submitting the application, the
- natural persons with tertiary education, who were born before 1/1/1991, who practice a professional activity related to their specialty and do not have an employed relationship.
Income criteria for both categories of beneficiaries will be set in the final Program Invitation.

Beneficiaries who will be supported within the framework of the investment proposals must cumulatively meet the following:
- They must be graduates of higher education institutions (HEIs/TEIs) or equivalent, in Greece or abroad (recognized by DOATAP).
- Must have been born before 1/1/1991.
- To be or be professionally active in an activity related to their specialty.
- Each eligible natural person may participate in the submission of only one investment proposal.
- Their professional activity must relate to the eligible categories of business activities, throughout the duration of the investment.
- They must not have income from any other business activity.
- The total amount of de minimis aid, including aid from this Action, does not exceed EUR 200,000 (or EUR 100,000 for the transport sector) over the three-year period (current financial year and the two previous ones).

What is being funded?
Investment projects with a total investment budget of (subsidized project) are supported by 5,000 to 25,000€ with aid rate 100% of the total budget.
Indicative categories of eligible costs for the two-year aid period are::
- the necessary professional production equipment at a rate of up to 40% of the total project budget (excluding the cost of the new job),
- the operating costs of the activity (rents, insurance contributions, third-party benefits such as PPC, OTE, EYDAP, natural gas, mobile business telephony),
- the costs of hosting in incubators (provision of secretarial and administrative support, use of equipment, specialized consulting services - market analysis, etc.),
- promotion and networking costs,
- the cost of hired labor (in the case of hiring an employee) up to one annual labor unit (ALU),
- general equipment (offices, living rooms, etc.),
- accessibility interventions for people with disabilities,
- third party fees.
In detail, the eligible categories of expenses that will be subsidized under this Pre-Publication will be defined in the Program Call. The start of eligibility of expenses is defined as the date of submission of the funding application.

Upgrading existing SMEs by developing their capabilities in new markets
The program will support existing micro and small enterprises operating in 8 strategic priority areas of the Operational Programme Competitiveness, Entrepreneurship, Innovation (OP Competitiveness, Entrepreneurship, Innovation) and they are as follows:
- Agri-Food / Food Industry
- Cultural and Creative Industries (CCI)
- Materials / Constructions
- Supply Chain
- Energy
- Environment
- Information and Communication Technologies ICT
- Health
The eligible categories of tourism business activities (Initial Activity Codes), which will receive a grant, will be defined in the Program Invitation.
- Existing is defined as any business established by 31/12/2013.
- According to Commission Recommendation (2003/361/EC), a small enterprise is defined as an enterprise which employs fewer than 50 employees and whose annual turnover or annual balance sheet total does not exceed EUR 10 million.
A very small enterprise is defined as an enterprise which employs fewer than ten employees and whose annual turnover or annual balance sheet total does not exceed 2 million euros.
Excludes:
- Tourism, retail and catering related activities.
- Activities that are not supported under the De minimis Regulation (EC.1407/2013) and generally concern fishing, aquaculture, primary production of agricultural products, processing and marketing of agricultural products
(in cases where the aid is determined based on their price or quantity or is attributed to primary producers), exports to third countries and aid for which the use of domestic goods instead of imported ones is set as a condition (see in detail

Terms and conditions
Basic conditions for participation of businesses that will submit an investment proposal are the following:
- to operate in Greek territory and to make an investment in a specific region,
- operate exclusively in one of the following forms: corporate/commercial enterprises (Société Anonyme, Limited Liability Company, General Partnership or Limited Liability Company and IKE) and sole proprietorships,
- not be under bankruptcy, liquidation or compulsory administration,
- not be undertakings in difficulty within the meaning of state aid law,
- no aid recovery proceedings are pending against them,
- to have or commit to providing appropriate infrastructure with the aim of minimizing access barriers for people with disabilities, where this is necessary and necessary. Infrastructure means both building infrastructure and
electronic applications aimed at the customer audience (e.g. websites and other electronic applications such as electronic information and/or service points, etc.), - submit up to one investment proposal per VAT number,
- the total amount of de minimis aid that the undertaking has received in the past, including aid from this Action, must not exceed the amount of 200,000 euros (or 100,000 euros for the transport sector) within a three-year period
(current fiscal year and the two (2) previous fiscal years) prior to the date of inclusion of the proposal.
Public enterprises, public bodies or public organizations and/or their subsidiaries, as well as enterprises that are assimilated to them, are not eligible to submit a proposal.
What is being funded?
Within the framework of the program, investment projects with a total investment budget (subsidized amount) of €15,000 to €200,000 are supported, with a maximum aid rate of 401% of the eligible costs of the investment project. In the case of
recruitment of new staff, the subsidy rate is increased by 10 points only after certification of achievement of this goal.
Indicative categories of eligible costs for the two-year aid period are:
- the modernization and quality upgrade of buildings and other infrastructure,
- the simplification/automation of operational and production activities through the modernization of equipment and the introduction and/or increase in the use of ICT,
- the redesign and certification of business functions and products through organizational innovation techniques, restructuring actions, product/service redefinition with the use of design methodologies,
- acquiring know-how for new products and services through participation in exhibitions, conferences, etc.,
- relocation to existing industrial areas (IND), business parks and technology parks,
- third party fees.
It is noted that the salary costs of existing or new personnel who will be employed in the specific project are also eligible. In detail, the eligible categories of expenses will be defined in the Program Call. As the start of eligibility of expenses
the date for submitting the funding application is set.

Startup Entrepreneurship
The program will aim to develop healthy start-up entrepreneurship by supporting the creation of very small and small, sustainable businesses based on innovative business plans. Potential beneficiaries of the program, for the establishment
of a new enterprise, are natural persons born before 1/1/1991 or associations thereof. The projects to be supported must concern the following strategic priority areas of the OP Competitiveness, Entrepreneurship & Innovation
(EPAnEK):
- Agri-food
- Energy
- Cultural and Creative Industries
- Supply Chain
- Environment
- Information and Communication Technologies (ICT)
- Health-Medicines
- Construction Materials
Excludes:

The businesses to be established may take one of the following business forms: Limited Liability Company, General Partnership, Limited Liability Company, Private Limited Partnership, Sole Proprietorship as well as Social Cooperative Enterprise of Law 4019/2011.
Who is it addressed to?
Potential beneficiaries of the action, for the establishment of a new business, are natural persons born before 1/1/1991 or associations thereof, who are unemployed registered in the OAED unemployment registers at the time of submission of the application. the they practice
professional activity and do not have a salaried employment relationship. In the case of the establishment of a partnership, all partners must meet these conditions. Income criteria for both categories of beneficiaries will be set out in the Invitation

The companies that will be established in the context of the investment proposals should:
- To start with the Tax Office at a time and in a legal form that will be specified in the Program Guide (it is noted that the change in KAD for those already practicing a professional activity does not constitute the establishment of a new business).
- Each eligible natural person must participate in the submission of only one investment proposal (either independently or in an investment scheme).
- The business plan must relate to the eligible categories of business activities, throughout the duration of the investment.
- the total amount of de minimis aid that the undertaking has received in the past, including aid from this Action, must not exceed the amount of 200,000 euros (or 100,000 euros for the transport sector) within a three-year period (current financial year and the two previous financial years) prior to the date of inclusion of the proposal.
What is being funded?
Within the framework of the program, projects with a total investment budget of (subsidized unit) up to 60.000,00€ with an aid rate of 100% of the total budget.
Indicative categories of eligible costs for the two-year aid period are:
- the necessary professional production equipment at a rate of up to 40% of the total project budget (excluding the cost of the EME),
- the operating costs of the activity (rents of professional space, insurance contributions, third-party expenses such as PPC, OTE, EYDAP, natural gas, mobile business telephony),
- the costs of hosting in incubators for the first 2 years of operation (provision of secretarial and administrative support, use of equipment, specialized consulting services - market analysis, legal and accounting issues, business development)

Support for tourism SMEs for their modernization and the qualitative upgrading of the services provided
The program will support existing very small, small and medium-sized tourism businesses, for their modernization, their qualitative upgrade and the enrichment of the products and services provided, in order to improve their position in the
domestic and international tourism market.
The eligible categories of tourism business activities (Initial Activity Codes), which will receive a grant, will be defined in the Program Invitation.
- Existing is defined as any business established by 31/12/2013.
- Small and medium-sized enterprises (Commission Recommendation (2003/361/EC)) are defined as micro, small and medium-sized enterprises (SMEs) which employ fewer than 250 employees and whose annual turnover does not exceed 50 million.

- the promotion of businesses in target markets,
- third party fees.
It is noted that the salary costs of existing or new personnel who will be employed in the specific project are also eligible, with the application of the flexibility clause in the ERDF for the financing of ESF interventions.
